I have a budget of around 4300 USD, was looking for a DLL maker & UI maker to start my own paid exploit.

Paid: Synapse X, Script-Ware, DX9-WARE
Free: None, they're all crap.

If you actually mean 4 thousand dollars that's too much. A good DLL budget is around 500-450$. Anyway, good luck finding someone

Buy zera interface he has been here the longest in community and has hands dow best ui and not even me or Medusa nor entity no one in the comm is better except for laxion but he is gone so if you want modern beautiful ui get zera no one else

Anyone saying 'me' is probably not your ideal option. Most here are recommending Zera, so ofc that's probably your best bet in terms of UI.
Some advice though is not to say your budget since some will ask for more payement than what is worth, also what you are asking for is worth much less. A fully, nice designed, well coded functioning UI u can get maybe for maximum (like really really max) $300 and usually total around $90. As for DLL you can get one made by a dev but there'll be an issue in getting them to regularly update or even letting you the source, both of which would cost more money. For DLL i suggest just paying someone who doesn't show source but lets u use and they update custom edited for $X per month.
Edit: Oh I see it is a paid exploit. Well in that case my suggestion would be to steal a few devs from reputable exploits and basically give them better offers and pitch them to join you and start a new project. Do NOT buy the design right away, get the DLL finished with a test UI, make sure the devs are there to stay, then hire a designer. good luck
