[REL] Version Scanner

Made a bit of a contribution because I was bored, this tool basically just grabs the latest Roblox version off of the internet and compares it with the version currently installed on your PC. This can be used for many things, I doubt anyone will use it - but feel free to nonetheless.

Its cool, but why in C++, this is 5 lines in C#? Unless your planning on making it one program which I understand
