Script-Ware V3 API?

So apparently, Script-Ware V3 is going to allow users to make their own UI's or something with the API? I don't know how this is gonna work but it seems pretty cool.
So yeah, what do you guys think of this (and can anyone confirm it)?

why have no never questioned how sxlib is only for people with synapse x????? this isn't a very hard feat to pull off lol just check registry for script ware and if there is then they own it and you can use the custom ui

I don't make many scripts with Synapse X, especially not ones that used the libraries and functions it has, so please don't expect me to know what sxlib is.
Sorry if what I said seemed dumb to you, I just woke up an hour ago and I have a headache so mind me not thinking properly atm.
