It's the best I can explain it but yeah, I'm pretty sure you meant IP-bans, as I don't think HWID-Banning exists.

I'm not sure about Cookie Bans, I've never heard of websites banning via cookies.
(I don't mean cookies as in the food, I mean like website cookies)
