Something happening when I download JJS (EVEN WHEN MY ANTIVIRUS IS OFF)

guys, why whenever i download jjs it says 'the feature you are trying to use is on a network resource that is unavailable' even though my antivirus is off? This pop-up cancels the installation for JJS, it's so annoying and it happened for a day now, if someone has this similar problem and managed to fix it, please tell me.
