Proxo Bootstrapper Not Downloading Interface

Hi all,

I'm currently trying to use the Proxo Bootstrapper but it just gets hung up on "Proxo Bootstrapper 3.0 | Status : Downloading Interface..."

It doesn't go anywhere after that. In the folder the bootstrapper is located, it creates the the two .dll files as well as the .exe for Proxo, but the bootstrapper doesn't complete the process. The .exe file shows a size of 0kb and if I try to open it, it's not recognized as a Windows file.

I have turned off the Real-time protecting within Windows Defender as well as setting the folder the Bootstrapper is located in as an exception within Windows Defender.

Any suggestions?
